service supports the recording and distribution of time series measurements.
That is sequences of repetitive measurements that can be correlated by
time. The service may have different implementations based upon the time
frame for which the information is obtained or must be logged/reported.
For example, high speed, high point count measurements may require special
considerations regarding the underlying protocol mapping required to implement
the service and meet bandwidth, latency, and other performance requirements.
